Before a product is released from the factory or imported, the manufacturer must submit the product type test report, declaration of conformity, designated relevant documents and technical files, ISO or factory inspection quality assurance certificates. Upon review and approval, a Verification Registration Certificate will be issued with a validity period of 3 years.
Once certified, the manufacturer may release or import the product without applying for batch-by-batch inspection. Therefore, verification registration can replace batch inspection, avoiding repeated testing of the same product type, saving working days for each import or release, and reducing costs related to inspection application, sampling, and labeling of conformity marks.
Type Approval【T-Code System】
Manufacturers are required to apply for inspection for each batch at the time of production or import, resulting in repeated testing of the same product type. This leads to significant costs for product inspection applications, sampling, and the labeling of conformity marks, as well as the working days needed to carry out batch-by-batch inspections each time.
Declaration of Conformity【D-Code System】
The manufacturer conducts the inspection independently based on the inspection standards and declares that the product complies with the standards. This inspection method allows the manufacturer to better control the product’s market release schedule and is mainly applicable to the inspection of information technology product components.

- Starting from May 1, 2014, BSMI listed 3C lithium battery related products/including battery packs, chargers, battery cells, etc. under the control of CNS15364, and will announce the requirements of CNS15364 for products with built-in lithium batteries in the new version of CNS14336-1 & CNS14408.
“Power banks” contain highly active lithium cells/packs. If they are of poor quality, they may catch fire or explode. To ensure that the public can purchase safe “power banks” and prevent inferior products from damaging 3C products, “power banks” have been listed as commodities subject to inspection by the Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs since May 1, 2014. Businesses that import or domestically produce such products must complete the inspection procedures before entering the market, and can only display and sell them in the domestic market.

Note: For series with different capacities, the battery with the largest capacity and the battery with the smallest capacity must be tested.
Test sample requirements
- Battery cells: 43 (3 cells need to be tested, and 40 samples must be provided)
- Battery pack: 21 packs; Power bank: 32 packs
- Charger (if there is a specific pairing, it must be included and must obtain a BSMI certificate)
Certification information sharing
The implementation contents of the original standard CNS14336-1 and the new standard CNS15598-1 are as follows:
- The BSMI certificate for CNS14336-1 applied for during 2022-2024 is only valid for 3 years.
- The validity period of the BSMI certificate will not be extended and will be replaced with a new standard after 3 years. The laboratory recommends that manufacturers/customers implement the replacement standard as early as possible to avoid replacement when the certificate is about to expire, which will easily block the BSMI review and cause delays in certification.
- For products whose manufacturers/customers have obtained the inspection standard certificate (CNS14336-1) before the revision, if the main type has not changed and the certificate is still valid, they can apply for addition, verification and change using the original inspection regulations. (For example: reporting additional alternative materials for important components or reporting additional series models.
- The new standard CNS 15598-1 can use the IEC 62368-1 3rd edition CB report to forward BSMI safety reports.
- The conversion from IEC 62368-1 2nd edition to CNS 15598-1 requires supplementary standard difference testing and compliance requirements.
- CNS 15598-1 safety report is not allowed to issue CNS 15598-1 report by quoting part of the test item data of CNS 14336-1 (IEC 60950-1).
- Safety components with valid BSMI certificates or certificates that meet the requirements of CNS 15598-1 standard components are acceptable. The overall product must still comply with the inspection regulations.
- As long as the component certificate (generally referring to POWER SUPPLY) is valid, you can submit the parts. However, if the component certificate (generally referring to POWER SUPPLY) expires, the system certificate (generally referring to PC/NB/SERVER) will also be invalid.
- The laboratory recommends (component matching system) to directly apply for BSMI certification based on the new version of the standard CNS 15598-1.
- Application standard CNS 15598-1 is not mandatory to comply with IEC 62368-3 requirements for the time being.
Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI) will compulsorily list seven types of rechargeable small household appliances in 2023.
Considering the convenience of carrying and using, many small household appliances have begun to use rechargeable batteries. However, there are frequent reports of these products burning or exploding during charging or use. The market is flooded with many products that are unlabeled or labeled in violation of regulations, creating safety loopholes!
To protect the rights and interests of consumers and ensure safety in use, the Bureau of Standards, Metrology & Inspection (BSMI) of the Ministry of Economic Affairs of Taiwan announced that it will add seven new home appliances that can be charged via USB or car charging to the products subject to inspection on January 1, 2023.
BSMI requires that these battery products must evaluate whether they will cause battery short circuits, extrusion deformation, or burning due to excessive temperatures during long-term charging.
Newly listed small household appliances
BSMI has added seven new products that should be listed, including:

Regardless of whether the above products use lithium, nickel-metal hydride, nickel-cadmium, lead-acid or other secondary batteries, they will be required to be included in the scope of goods subject to inspection. If the product uses lithium batteries, it must comply with the following standards:
Single cell (including single cell in battery pack): CNS 15364 (2013 edition) or CNS 62133-2 (2018 edition).
Battery pack: CNS 62133-2 (2018 edition), Section 3.8.1 “Vibration” and Section 7.3.8.2 “Mechanical shock”.
This new requirement has been available for application since the announcement date of February 9, 2021. The certificate will be valid from the date of approval to December 31, 2025, and additional products or approvals may be added during the validity period in accordance with regulations. If a new applicant is submitted on January 1, 2023 (subsequent additions), the certificate will be valid for 3 years.
If any of the following circumstances occurs, the goods are not subject to inspection:
